An in-depth look at the Independent Engineer (IE) mandate - why lenders and developers trust independent
technical assessment for milestone certification and dispute resolution.

The Critical Role of the Independent Engineer

By: Rebaone Mako, Professional Engineer

Date: 20 June 2025

In renewable energy project finance, the Independent Engineer (IE) serves as the trusted technical arbiter between lenders and developers. But what exactly does this role entail?

Key Responsibilities of an Independent Engineer:

Milestone Certification: Verifying that construction milestones have been met before funds are released

Performance Testing: Witnessing and certifying that assets perform as designed

Dispute Resolution: Providing impartial technical assessment when disagreements arise

Risk Assessment: Identifying technical risks throughout the project lifecycle

What makes an IE truly independent? At Letlou, we maintain strict separation between advisory and development activities, hold no equity stakes in projects we assess, and declare all related-party relationships upfront.

Successful renewable energy projects require compliance with a complex web of technical standards. Here's what developers need to know:

Key Standards for Solar PV Projects:

IEC 61724: Photovoltaic system performance monitoring

SANS 10142: South African wiring code for electrical installations

REIPPPP: South African renewable energy procurement programme requirements

Environmental and Social Standards:

IFC Performance Standards: Environmental and social sustainability

Equator Principles: Risk management framework for project finance

World Bank ESF: Environmental and Social Framework
